Oh... you mean the initiative that reheated the Infitada? The one neither side was willing to budge on (until recently when Arafat saw his power base eroding)?

His initiative was nothing more than egoistic grandstanding that inflamed an otherwise docile situation. Having been to Israel in the last year, I can tell you that the general perception over there is that, while they LIKED Clinton, they thought his peace initiative was pure BS and wish he'd kept it to himself.
