Judicial System? What a sick joke. They can't arrest the anthrax terrorist, find a single al Qaeda cell in the country or indict one single person from Enron, WorldCon, Artful Andersen or Global Crossing in months and yet they have the time to bust 12 prostitutes in New Orleans and send hundreds of thousands of dollars trying to overturn state law in Oregon. They have an army fighting to prosecute Moussaoui and he's got them tied up in knots and even NPR is running a long segment that is sympathetic to Moussaoui's right to defend himself from a government that seems to be as out-of-control as it was at Waco and Ruby Ridge.

Bush's speech was pure sophistry. He'd actually offered more of a budget increase on the SEC before this speech. This was a "roll-back and build the barricades against reform" speech.
