Clinton was in charge in '93. His SEC staff could easily have pursued the matter if it was warranted.

This is pretty pointless however the fact that the grossly understaffed SEC didn't pursue a case deemed closed by the previous administration should not be cited as exoneration, especially without evidence that anyone in the new administration even considered it. If Bush wants to claim exoneration he needs to release the entire file on the case to show there was a real investigation by someone other then persons politically connected to his family. This has not been shown but that won't matter to the right will continue to claim his great moral character no matter what.
