I think one of the articles whose link was given a few posts ago explains the rationale for the pardon. It says they received inappropriately large sentences because they refused to defend themselves, taking the position they were political prisoners (I paraphrase -- anybody interested can read the article). Human rights groups and others totally unconnected with Puerto Rico petitioned for their release. JMHO. Charles Tutt (SM)
