I did not say that it was Clinton's recession. I said that if economic policy had to do with it, the timing would make it part of the last administration, which is different.

As for Clinton's military, well, my impression is that it helped a lot that the Republicans were inclined to make an issue of readiness, and fight against further erosion. But even if we give Clinton some credit for the state of the military, if you know many people in the service, you will know that the administration created an enormous morale problem, and is largely to blame for the difficulty in getting people to re- enlist.

All that I have read recently convinces me that the economy is fundamentally sound. I am sorry that people were so burned by the bust that they remain skittish, and it certainly does not help to have all these questions raised about truth in corporate reporting. But I remain convinced that the market will rebound soon.
