This problem is no different than selling a stock at your stock broker, say one of the most successful ones in town. . .

Your broker could choose to buy your stock for their own account or give the order to a Market Maker who pays them for "order flow". In either case "it works" although you may receive a lower price for your securities.

Fortunately the SEC took some action on these slime tactics, and more could be done to ensure transparent markets. However, many Realtors make these rapacious Market Makers look like saints with their self-dealing.

Your explanation that this deceptive practice "works" misses the entire point. It smells like Bernie Ebbers claiming the Fifth Amendment or Jack Grubman explaining his unethical behavior as merely providing "market color".
