Brian, It is a bit silly for Merrill to allow these subtle ratings changes to take place. In September, when Merrill's most recently announced change to its rating system goes into effect, CSCO and AMAT will likely be rated the same: "Buy" since stocks currently rated Strong Buy, Buy, or Neutral will have to be mapped to either Buy or Neutral, but in adding to the ridiculousness, some Neutral-rated stocks will have higher return expectations than some Buy-rated stocks.
