In a criminal proceeding, if prosecution is declined because you do not think you can make a case before a jury, you declare the subject "cleared". That is what happened with Hillary, for example: there was a prima facie case, and they could have gotten an indictment, but they did not think they would win at trial. Thus, the Office of the Independent Counsel declared her cleared. So yes, there is a basis for saying that Bush was exonerated, despite the language used by the SEC.......
