I think it was a stupid decision they took early on in order to appease the liberal media's anti-gun spinmeisters. They probably didn't want to open up a potentially divisive issue so early after the conflict. Working together and staying united in the initial stages after the attack was looked at as a high priority.

Since congress has now taken decisive action with many liberal Democratics joining Republicans, it's a different ball of wax.
