asenna, National Guardsmen don't use their own gun. It's an item they turn over after a certain amount of time on watch doing their duty. Turning over a loaded weapon represents a risk to personnel. If you're not careful, the gun can discharge and injure yourself or another person nearby. So, the act of loading the weapon depends on the threat assessment of the C.O in charge of the outfit.

In the case of policemen, armed guards, or pilots, they are using their own weapon. So loading and unloading it is not something which needs to be orchestrated with another person.
