" Mr. Bush’s speech raised another issue involving his record — this one as president. He called for a $100 million increase in the SEC’s budget, but that is much lower than the House and Senate have proposed. Moreover, his budget on taking office in 2001, and again this year, reflected cutbacks for the SEC that Mr. Pitt and lawmakers of both parties protested.
