Currently, I believe Israel has built on ~40% of the West Bank, but I don't have an exact figure. There is no Palestinian authority to stop the process of Israeli building on Palestinian land.

A summary for those who don't know the history:

From the start of the Zionist movement in the 1880s until 1947, Zionists bought up about 6% of Palestine. Then, in 1947 the UN decided to grant the Zionists about 55% of Palestine. Zionists promptly commenced ethnic cleansing of non-Jews from those portions. In the war that resulted, Zionists grabbed more land, ending up with around 78% of Palestine. Then, in 1967, Israel launched a war with its neighbors, and used it for cover to grab the remaining portion, giving Israel 100% of Palestine. Since 1967, Israel has been colonizing this remaining 22% portion. Israel has not annexed it because that would involve making millions of Arabs into Israeli citizens, which would be contrary to the racist ethos that is the foundation of Israel.
