It is true that my only experience with boards is with non- profits, so I do not want to overgeneralize, but it is my observation that the full board has little time to go over things, mainly relies on staff and the executive committee, and, of course, the reports of standing and ad hoc committees. Even with committees, a lot of the work is done by staff, and the chairman wields a lot of influence, unless it is clear that the matter is controversial in nature. This is not a matter of George Bush, this is how things go. That is why people like Vernon Jordan can manage to sit on dozens of boards.
