He wasn't cleared. The SEC chose not to pursue it because they didn't have enough evidence.

Remember, Clinton and his wife were not pursued about some things because of "lack of evidence" too, and few on the Right accept that the Clintons were exonerated. It looked to me like there was fair amount of evidence implicating the Clintons (one or the other or both, depending on which scandal it was) in many of those cases.

The law and regulatory agencies seldom "exonerate" people; they simply choose to move on and fry different fish.
