This article suggests a plurality of IT execs think spending will pick up in the second half of 2002, which is a pretty good indicator.

The other thing that struck me from this article is this little tid bit:

Most of Ellison's claims about the direction of the software biz get vindicated at some point. No matter what people say about Ellison, he has the best sense of forward vision of any software exec I've ever read about.
