That problem is most prevalent in Manila, and the problem of what do do about the Manila police is one of the country's most intractable issues. It has essentially become an organized crime enterprise. Naturally, I stay well clear of Manila, though the truth is that if you know the ways and means and use common sense it's a safe enough place.

Where I live now it is quite safe; there is very little violent crime. Corruption flourishes at a fairly petty level, but the actual impact is negligible. Where I'm moving there is practically no crime at all, and the police are irrelevant: it's a tribal community, and pretty much self-policing.

I'm starting to wonder if I'll ever get to go. Long-range travel is not advisable here during heavy rain (floods, landslides, etc.) and it has been literally pouring for 10 consecutive days. Three typhoons have passed north of us; they haven't hit us but they pull in what the weather folks call an "enhanced southwest monsoon". That means rain, in quantities hard for a dweller in temperate latitudes to comprehend. Several years ago we had a typhoon that dropped 20 inches of rain in 24 hours. This isn't that bad, but it's close. We've probably had more rain in a week than some African countries get in a decade. I can't even go paddling; all the rivers are over their banks.
