They have killed the goose that laid the golden eggs.

Who is "they" and who is the "goose"? In my opinion, the goose laying the golden eggs was general public shareholders mindlessly transferring their wealth (golden eggs) to insiders in overvalued public companies. I mindlessly did this myself a few times. This goose was not killed by politics, but was simply killed because the general public shareholders have run out of wealth to transfer, and in addition, many have finally figured out that the actual performance of many of these companies, even when the economy was still cranking along in 1999, wasn't anything close to what it was hyped up to be.

Legislation will not resurrect the dead goose.

I agree with that, but legislation such as expensing stock options might direct more capital towards companies deserving of the capital rather than companies consistently overstating their earnings. The new S&P measurements for earnings, that cut through some of the pro forma BS, will also help.
