Duke: The accountants are by and large a lot more honest than your group. So a few bad guys f'd up the system. This has been going on no matter what era you choose. This righteous indignation on the part of politicians -mostly lawyers - makes my skin crawl. Give me a break. It all goes back to the Locke-Penn juxtaposition. Locke thought you could write the perfect laws. Penn insisted no matter what the law or system was, that without honest, God fearing men they were doomed to fail. You cannot legislate character.JFD
