Have you noticed that all of the states bordering on Mexico have child poverty rates in the 23 to 27 percent range? Florida, which could be considered another border state, is also in the 21 percent range. Probably wouldn't be surprised if many of deep south states have high poverty rates since you're comparing local incomes versus much higher bar for income nationwide.
