Not exactly. This was a voluntary restatement. It could mean any of the following:

The SEC felt their treatment of financial accounting was incorrect and :

(i) The company agreed it was incorrect upon review and restated;

(ii) The company did not agree but also did not wish to litigate the matter and therefore restated.

Historically speaking, the announcement that the SEC is seeking to force a public company to restate via enforcement action has a lot more deleterious effect on a stock's performance than a voluntary restaterment.....
