Oh, I don't doubt it. Clinton was a master politician. Only a very intelligent and very clever person is able to redefine the word "is" to suit his or her own benefit.

Clinton* (*impeached) was smart. His administration was literally amateur hour from the start. He tried to run the nation the same way he had run the State of Arkansas. The result was utter chaos.

Remember the sluggishness with which initial appointments were made? Where the current administration had almost all appointments made immediately after entering office (although the Democrats have, as a matter of political obstruction, failed to pass them), the Clinton Administration had not even made its appointments a year or more into the administration. Remember the foolish battle over gays in the military? A total loser of an issue, a mistake that only total neophytes could have made.

While Clinton is a man of intellect, he is also a man of extreme arrogance. As a result, he was highly ineffective as a president. If you want to call it a "smart" administration, fine. I think the word "failed" is a more apt description.
