I think it was the times that forced the issue to a degree. Low rates were good for the debt but they created a buying spree that lead to many problems. He also had the task of making sure we didn't have a run on money going into y2k. In retrospect his solution fanned the flames but none of us were stepping up to the plate with any better solutions.
