An MII spokesperson said the new regulations would include punitive fines, although he declined to reveal details. The new “temporary” rules come into effect August 1 and mandate the fining and possible closure of Internet publishers flouting earlier content guidelines, and follow murmurings that hackers are poised to offer software to Chinese Web surfers that will guarantee untraceable anonymous browsing. Companies posting banned content must pay between five and ten times revenues in a move apparently designed to force business closure, according to a copy of the new regulations posted on Sina.com. Fines for failing to post a license on a portal’s home page range from US$600 to $6,000 per infraction. “This is nothing new,” Transasia Lawyers Internet specialist Philip Qu told Reuters. “The timing of it is right after a lot of problems with ‘Net cafés, so you can tell the timing is connected.” Among banned content is pornography and mention of Chinese democracy, Tibet and the Falun Gong spiritual movement. << Enjoy your vacation. - Eric -
