Jesica, since I obviously do not have an answer as to why Cogent's pricing appears to be much cheaper then everyone else I took a look at their 10K and can only add to the confusion. This is from their 10K.

We depend on Williams Communications for our long-haul fiber network.
If you think they were cheaper then LVLT compare their price to Williams. Makes you wonder how they can use Williams and out price them in a major way.

Also this:
Metromedia Fiber Networks, Level 3, and others provide us with metropolitan dark fiber linking our national network to individual buildings.
They use LVLT also (although the buy their own optical equipment from Cisco).

MFN and Williams are now in BK but still operating. If LVLT goes BK they are batting 100.

Their revenues are almost non-existent. Things don't seem to add up. If their revenues don't head north in a big way they may be headed for BK also but I don't follow them close enough to have a feel for that.
