I am forced to admit I first thought of the good old file tranfer protocol of Kermit, not the smart frog.

Anyway, interesting stuff going on in Finland on the combination of

- fiber broad bands for rural areas, state vs local political powers (20% local taxes, makes for a real local budget)
- very directional radio links for really isolated cases
- terrestrial digital TV using, among all the possibilitites, OFDMA
- WLAN 100mW hot spots

IMO the major point that nobody knows their own county as well as the county, where to go with
fiber, where with ADSL,DSL, when to hook up with 3G and where to to put hot spot WLANs.
(one should not talk about the return channel of OFDMA boradcasting, especially not the satellite
variations, which clearly will not be OFDMA, that need for linear power amplifiers)

Additionally interesting constitutional debate on the constitutional right to broadband, at a
minimum for schools and libraries, as well as healthcare, how to transfer x-rays and
connect patient to health-provider.

Not to forget the constitutional demand on the state to keep all citizens informed, Murdoch
satellites or kind of the opposite (remembering that return channel)
