While I understand IT spending is down, I don't understand why there is not a glimmer of improvement yet.

IMHO, you have to find a way to recapitalize the big telcoms in order to get the spending going. Q, T, NT, WCOM, etc are all up their ears in debt with no spending power.

Perhaps some political move like a "program to get the nation wired for broadband" or something like that would help.
