Absolutely pitiful, if it weren't outrageous.
All the dozen spy agencies need to be dismantled, the leadership invvestigated, the guilty thrown in jail, the incompetent fired, and 1/4 of the remaining public-service-minded honest ones allocated to real intel, rather than illegal covert spookery for themselves and their private clientele, at the expense of American citizens' tax money and lives.
The report has every excuse that's been test through the public-media, plus a few more "dog ate my homework" type...
Altho' there's one honest (partial) phrase in the report:
" ... too many agents and too much money"
were allocated to headquarters bureacracy.
That is for damn sure.
