I'm curious about "...The RBOCs (in business districts) are now crying that they've undergone copper exhaust (wow, you've got to watch them squirm when the residential customers in these districts ask them for DSL), and they can't afford the cost of installing the opto-electronics to provide equivalent copper services...."

I'm woefully out of touch so bear with me. I thought the RBOCSs were not permitted to say 'they can't afford.'
