Not really. It was a combination of fiscal accommodation from a Fed largely outside Clinton's control and some really foolish decisions in the private marketplace about capital investment. I seem to recall from a Macroeconomics course I took long ago that the economy can be (over)stimulated through the running of deficits or through increasing money supply/lowering interest rates. Clinton ran the biggest surplus we've ever had toward the end of his reign, so I don't see that blaming him for the hysteria is accurate.

I still hate the guy, though.
