That a bit of an exaggeration. It might be reasonable to say that our civil liberties have been slightly restrained, and perhaps even unjustly so, but they have not been done away with. In many ways we are more free then we have been in the 700 years you mention or the 200+ years of our nations existence. The ways that we are less free, bigger government, more regulation, higher taxes, have little to do with 9/11. Our response to 9/11 might have made them a bit worse but the long term trend has been for them to get worse for a long time and the response to 9/11 is just a blip on that trend.
