There is a section in the report entitled "Declining Returns". It demonstrates that the authors are not very bright.

This is their argument. If a company ships the same revenue volume of 300mm and 200mm tools, and a 300mm unit costs 1.4 times a 200mm unit, the return on the 300mm tools will be less because fewer units are shipped and it is a well known production fact that returns increase as unit volume ramps.
