A core of 5000, especially deployed initially in a guerilla configuration would be enough to make serious trouble, especially if the regional governors are too busy facing off with each other to effectively oppose. It would not be necessary for them to mass into groups that would be easy air targets. They wouldn't have to mount a conventional assault to put a lot of stress on the Afghan military and the limited foreign contingent there.
