Bush indicates he would accept a compromise on Arafat

WASHINGTON
President George W. Bush again called for new Palestinian leadership on Wednesday, but he appeared to indicate that he could live with a compromise that would leave Yasser Arafat as the figurehead leader of a remade Palestinian government.

"The issue is much bigger than a person," Bush said, even while reiterating that new leadership would better serve the Palestinians.

His administration's focus was not an individual, he said, but rather to see that Palestinians adopted a new constitution that divided power; that effective security arrangements were forged to ensure peace, and that Palestinian financial institutions were made transparent to prevent skimming of humanitarian funds.

The secretary of state, Colin Powell, had said earlier that he would be "more than willing to consider" a formula to keep Arafat on with largely ceremonial powers, while a new prime minister wielded real power.
