They either exonerated him or they failed to do their duty. There is no in-between.

The fact that his transaction was deemed legal exonerates him. My understanding of SEC policies is that they do not issue "exoneration" letters, but the mere fact that they chose not to pursue the matter and closed the case exonerates him.
