IF the U.S. spent 10% of its MILITARY budget on helpful foreign aid that actually GOT to the people who were its supposed beneficiaries, instead of enriching the pockets of the current military dictator (who serves as the puppet of U.S. foreign policy) THEN events such as Sept 11 would have little to no possibility of occuring, because the U.S. would (properly) be seen as the saint-nation of the world.
