How much time does it take to run a wafer through a fab? How much time does it take to produce that wafer?

It varies depending on complexity and how busy they are but 8-10 weeks is fairly close. Semi can answer that one better than I can when it comes to AMD's 9 metal layer .13u process.

I guess there are several scenarios, but which one is it?

Hard to tell but one thing's for sure, there are far fewer devices coming out of AMD's fabs than they should be able to produce based on die size.
