Hamas has accepted it. Israel has not. The first 7 words of paragraph 2 reflect precisely Israel's position.

I believe that Israel has never had any intention of doing otherwise since 1967, no matter what reasonable solution the Arabs or the Palestinians offer.

And that is the core problem, with which the rwc/jr's will not come to grips.
