Apple probably does need a snappy, gotta-have product introduction every quarter, and that just to keep up. The point is not that Apple is not creative nor that they don't put out great products, nor that no other group of engineers could do as well. Indeed, these are Apple strong suits. The problem seems to be that these strengths aren't enough to overcome the OS / installed base, clock speed deficits. Just how much longer can they keep up their engineering prowess?
I think Apple realizes this is somewhat of an endgame and that's why they are capitulating & making iPod for windows (because iPod for Mac is not enough to boost market share) & putting out switch adds (alienating microsot who could sink them by stopping Office for OSX). All the ducks are lined up. But the clock is ticking.
