Back up data and reinstall, if you can. Even cookies if you can. Everything. Simpler and easier.
You may have a virus. Norton can screw up too, you know. Install Norton last, after having done the OS, the updates to the OS, Office, updates to Office. In other words, all Windows/Microsoft stuff. Then do Norton last.
