We don't have shell roads here, no shells. Small roads are MacAdam or oil and chip. No base to them so they have to be added to yearly. I'd say the water was to hold down the dust.

BTW, it was so hot 2 weeks ago they were just adding rock chips as the tar was bubbling up.
