Mary Jo Kopechne didn't drown, she suffocated with her face in the air pocket. We don't know how long she breathed there before she ran out of oxygen, so we don't know that he would been able to save her had he run to the nearest house and called for help; but we do know he didn't try, and I think it's fair to guess that if that had been his daughter under the water, and the circumstances weren't embarrassing, he would have raised an alarm to try and save her life.

And as you say, he talked to a lot of people before he talked to police.
