The pond shouldn't be the problem, the fish should eat the larva. Standing water is where they breed.

I read an article that said Brooklyn was full of mosquitoes. Rain gutters, storm sewers, water on roofs, all are breeding grounds. Once I saw mosquito larva in the water tank of a steam iron. Bad place to lay the eggs as after they hatched they couldn't get out of the hole.
