The Harken deal actually says it clearer. First the sweetheart deal to bring Bush Jr. on board strictly to use his connections, then the insider deal to use a sham transaction to hide losses, then the furious changes to stock and option plans to free up Junior's shares, and the selling of those to Harvard in a profitable inverse of the sweetheart deal that got him there in the first place.

What really says it all, is the coverup, the intentional delay in reporting the transaction to disguise the buyer, and seller, and circumstance of the deal. The "all" that it is saying is that no matter what is done, Poppy Bush can have it quashed. What it says is that it doesn't matter how you run your business as long as the fix is in when the time comes to cash out. Just as it doesn't matter how you campaign so long as the fix is in when the votes are counted. If Harken doesn't say it all, it certainly says a lot!
