Both of you are wrong, George II was neither appointed nor elected by majority vote. He was elected by a majority of electoral votes. After a lot of confusion.
As to the scandals, Clinton's bill to try to prevent these scandal situations was voted down by Congress. That was the bill to hold corporate executives accountable. So the Pandora's box of corporate irresponsibility was opened by a Republican Congress.
