Richard I said "major donor". The US didn't start pouring in billions per year until decades after 1949.

Also Israel's GDP per year exceedes the total amount of US aid (using your figure for aid, I didn't look it up independently) since 1949. So each year Israel produces more then they have received in 53 years of receiving aid. Most of that aid was military aid, or civilian aid that was related to Israel's security needs. They wouldn't have been able to afford their military without our help, and without a powerful military the would be in danger of destruction but absent the Arab military threat Israel would have gotten along fine economically without US aid.
