marc - Interviewed on CNBS by Marc Haines this morning, Mark Cuban said this market could turn around with two changes:

- Eliminate income tax on dividends which are already taxed at the corporate level.

- Eliminate the uptick rule on short sales.

So I say, marc, do you think Mark is on the mark?
