I have said the pretty much the same thing in one of my posts here on this thread. Unlike in CDMA where the radio condition is controlled to be essentially the same via power control, TDMA system using AMR via signalling messages to adjust the rate.

Also Andy correctly pointed out the double counting trick by the white paper. Geez the counting fraud starts to pick up its pace even in geek talk.<g>
