Oh yes. I don't design PC's, but I have done system design for spacecraft computers.

Apple could build an x86 box if they wanted to. The hardware and software people probably wouldn't like it though. Apple doesn't like to build power hogs (they must use noisy fans and there's no compelling reason to tax Hoover Dam) and the original x86 instruction set is extremely inelegant and would be like chalk screeching across a blackboard to the programmers. The PPC register set is interchangeable and elegant in its use, as is AltiVec.

If Apple decides to switch processors, I would hope they graduate to a modern 64 bit machine.
