Randy--I will try to answer your question as best I can. In order to buy a call or a put there has to be a seller of that call or put. Open interest, as I understand it is the number of contracts that are outstanding at the exchange. In other words someone has put a contract(or a number of contracts) up for sale and they have not yet been bought. Go to cboe.com . Good education site for options.
