Dear Steve: You missed the point. The Sarbanes bill was WATERED DOWN and that is why market jumped. Personally, I am opposed to GOVT regulation outside of the SEC, believe me even they have trouble getting enough qualified people let alone some other Govt agency whose employees more likely then not will be unqualified HOWEVER I STRONGLY SUPPORT massive arrests and prosecution and confiscation of the KNOWN ALLEGED CRIMINALS from ENRON, WCOM, GBLX and am glad to see the Adelphia crooks arrested. JDN
